While the Santa Clara County General Plan initiative failed to gain enough votes, the organizaiton behind it, People forLand and Nature, has not ceaced working. Nor, have the issues they raised gone away. In fact, since then, the issue of farmland preservation has gotten to the Board of Supervisors, or at least Don Gage.
Counties in California have to deal with un-annexed land. The rules for doing so are governed by a Local Agency Formation Commission (LAFCO). Recently Santa Clara County LAFCO has taken on this important land use issue. PLAN issued an alert about this in late November.
There is supposedly a revision to the draft mitigation plans and a "save the date" warning for a LAFCO meeting on January 24th, 2007. However neither document link on the LAFCO web site works.
The Sierra Club has serious reservations concerning the proposed new rules. You can read these here.
It will be interesting to see if GP-SCC wants to get involved in this as most of it's energy seems to be devoted to the very worth while anti-war, impeach Bush/Cheney efforts.
